3D games (PS2 era) games are separate universes from the HD games (Current Gen)

Yeah, it kinda dissapointed me hearing that, I would have loved to a see a HD version of C.J or Claude, Hell even a slightly older tommy versetti would have been an awesome cameo. But I guess that it was a pretty smart decision since it lets them create a new world with stories that aren't inspired by any movie or nothing, like most of the older ones.

True. Also helps them explain how the cities have a different layout or a you know, more buildings and different area sizes, totally different maps from before.
